📖 What is Night Duty Allowance (NDA)?
Night Duty Allowance (NDA) is a special compensation paid to eligible non-gazetted central government, railway, defence civilian, ordnance factory, and certain hospital employees who perform official duty between 22:00 hours and 06:00 hours. The allowance recognises the physical strain, disrupted circadian rhythm, and the social cost of working unsociable hours that night-shift workers bear in support of round-the-clock public services.
The current framework is governed by the 7th Central Pay Commission recommendations, implemented through the Department of Personnel and Training (DoPT) Office Memorandum No. A-27016/02/2017-Estt.(AL) dated 13th July 2020 and adopted across Indian Railways (RBE No. 83/2020), the Ministry of Defence, ordnance factories, and most other central ministries. How the (Basic+DA)/200 Formula Actually Works
The denominator 200 represents an approximation of average monthly working hours in a government office (8 hours × 25 working days = 200 hours). This hourly equivalent then becomes the per-hour rate paid for every night duty hour performed inside the 22:00–06:00 window.
For example, an employee with basic pay ₹35,400 and current 55% Dearness Allowance would have a DA component of ₹19,470, making total Basic + DA equal to ₹54,870. Dividing by 200 gives an hourly NDA rate of approximately ₹274. A full 8-hour night shift would therefore earn ₹2,192 in NDA on top of the regular monthly salary, paid separately and reflected as a distinct line item in the pay slip.
Step-by-Step NDA Calculation Method
- Identify the employee's current monthly basic pay as per the 7th CPC pay matrix.
- If the basic pay exceeds ₹43,600 per month, cap it at ₹43,600 for NDA calculation purposes (ceiling rule).
- Calculate the DA amount: Basic Pay × Current DA Rate (currently 55% effective July 2025).
- Add Basic Pay + DA to obtain the total monthly emolument used for NDA.
- Divide this total by 200 to derive the hourly NDA rate.
- Multiply the hourly rate by the actual number of night duty hours performed (only hours falling between 22:00 and 06:00 qualify).
- Multiply by the number of night duty days in the calendar month to obtain monthly NDA.
The result is fully taxable as salary income under the Income Tax Act, just like overtime allowance or Transport Allowance. No specific exemption is available for NDA under Section 10 of the Income Tax Act, so it is added to gross taxable salary and taxed at the employee's applicable slab rate.
10-Minute Weightage System Explained
A critical aspect of NDA accounting is the weightage rule introduced through the Miabhoy Railway Tribunal recommendations and continued under the 7th CPC. Every hour of night duty performed between 22:00 and 06:00 is treated as equivalent to 10 minutes of additional day work for the purpose of building up creditable hours. ₹43,600 Basic Pay Ceiling Rule

As per DoPT OM dated 13.07.2020 and Railway Board RBE No. 85/2022 dated 21.07.2022, the maximum basic pay used for computing the hourly NDA rate is fixed at ₹43,600 per month, regardless of the employee's actual basic pay.
This means an employee drawing basic pay of ₹50,000 will have NDA calculated as if their basic pay were ₹43,600. The full DA amount on the ceiling basic pay is still added before dividing by 200. The Railway Board has further clarified that NDA may be granted to all eligible non-gazetted railway employees up to Pay Level-7 (including those granted MACP benefit in Pay Level-8), with the ceiling continuing to apply.

Who is Eligible for Night Duty Allowance?
NDA is restricted to non-gazetted Group-C employees performing essential night duty in operational departments. The list of eligible categories includes:
- Indian Railways: Station masters, traffic inspectors, signal staff, train examiners, loco staff, technicians, points-men, and other operational staff up to Pay Level-7.
- Defence civilian employees: Industrial employees in ordnance factories, dockyards, MES, and military hospitals.

Shift Pattern Examples and Edge Cases
- 22:00–06:00 (standard 8 hours): Full 8 hours of NDA payable.
- 23:00–07:00: Only 7 hours qualify (23:00 to 06:00); the 06:00–07:00 portion is excluded.
- 20:00–04:00: Only 6 hours qualify (22:00 to 04:00); pre-22:00 portion does not count.
- 21:00–05:00: Only 7 hours qualify (22:00 to 05:00).
- Split duty 18:00–22:00 + 02:00–06:00: Only the 02:00–06:00 segment (4 hours) qualifies.
